The anchor point at the national level is coordination and coverage, not a permanent fiefdom like "one country's general agent".
The national master node is similar to the managing director seat of a multinational investment bank in one country: it is responsible for the customer relationship matrix, cross-product coordination and reputational risks, but it is not an unlimited legal representative, nor does it automatically obtain an exclusive monopoly.
What is the national master node?
The national master node is the primary organizational seat of WCN in a single sovereign jurisdiction. It is responsible for connecting the national node subgraph (cities, industries, functions) to the global network, and reducing order collisions, repeated due diligence and relationship overdrafts within the country.
Typical scenarios include: coordinating the RWA plan quotations of three capital nodes for the same listed company; designating the preferred legal consultant and audit path for overseas project parties entering the country; unifying the external schedule and media caliber during the large-scale conference cycle.
What the national master node buys out is not the market, but its accountable role in "the quality and order of the country's network."

Boundaries and anti-patterns
In some markets, national master nodes may coexist with licensed entities: the WCN side provides protocols and routing, and local licensed parties provide compliance shells. The product design needs to separate the "brand" and "legally responsible entity" to avoid the node title being misinterpreted as regulatory endorsement.
